Merit Eligibility Dates
Because all classified evaluations are processed through PeopleAdmin, job descriptions and standards must be kept up-to-date in preparation for evaluations. To determine when an evaluation period will take place, everyone involved in the evaluation process must know how to identify a classified employee's merit eligibility date and evaluation date range. Evaluations are due 30 days prior to the end of the evaluation period.
Determining Merit Eligibility Dates and Evaluation Date Ranges
According to the Office of Personnel Management, any classified employee hired on or before 10/1/06 will have a merit eligibility date of 10/1. The evaluation period for a person with an eligibility date of 10/1 will be 10/1 through 9/30.
For a classified employee hired after 10/1/06, the merit eligibility date will be the same as the hire date. For example, an employee hired on 2/15/08 will have a merit eligibility date of 2/15, and the evaluation period for this employee will be 2/15 through 2/14.

Employees Who Transfer to Other Departments
When an employee moves from one position to another (either within a department or across departmental lines), the merit eligibility date remains the same.
The department from which an employee is moving must submit an evaluation designated "other" (not "annual") in PeopleAdmin, using the first date of the evaluation period through the last date in the old position.
The department to which the employee is moving will then submit the employee's first evaluation 30 days prior to the employee's merit eligibility date, using the date of the transfer through the last day of the evaluation period (see Determining Merit Eligibility and Evaluation Date Ranges above).
For example, an employee with a merit eligibility date of 10/01 who transferred from ENGR to MASC on 02/15/11, had a final evaluation (designated "other") from ENGR that covered 10/01/10 through 2/14/11. Another evaluation from MASC (designated "annual") was submitted 30 days prior to the merit eligibility date of 10/01 and covered 2/15/11 through 9/30/11.
